KEWI Strengthens Results-Based Culture Through Productivity Mainstreaming Training
The Kenya Water Institute (KEWI) is strengthening its commitment to institutional efficiency, accountability and measurable results through a Productivity Measurement and Mainstreaming training programme targeting its management teams. The initiative forms part of the Institute’s implementation of the Productivity Mainstreaming Indicator under the Financial Year 2026/2027 Performance and Productivity Contract.
In an increasingly performance-driven public service, achieving institutional objectives requires more than setting targets and implementing planned activities. It calls for systematic measurement of productivity, evaluation of outcomes and the use of reliable evidence to guide decision-making. Through this training, KEWI seeks to enhance its capacity to measure performance, optimize resource utilization and strengthen the link between institutional plans and tangible results.
The workshop was officially opened by the Senior Deputy Director, Research, Strategy and Resource Mobilization, Dr. Ayao Onsindu. The sessions are being facilitated by officials from the National Productivity and Competitiveness Centre (NPCC), led by Ms. Mary M. Mwova, who are providing technical guidance on productivity measurement and mainstreaming practices.
The training is designed to equip participating officers with the knowledge and practical skills required to integrate productivity measurement into institutional planning, implementation and performance evaluation. It emphasizes the importance of establishing an evidence-based working culture in which performance is assessed against clearly defined indicators, agreed targets and verifiable outcomes.
The programme comes as Ministries, Departments and Agencies (MDAs) are required to adopt the Productivity Measurement Template for measuring the Productivity Indicator in their Performance Contracts, with technical assistance from NPCC. For KEWI, this requirement provides an opportunity to strengthen existing performance management systems and establish a structured approach to monitoring institutional productivity.
A key focus of the training is aligning productivity metrics with KEWI’s institutional objectives and annual work plan. By linking planned activities to specific indicators, targets and expected outcomes, the management teams will be better positioned to track implementation, assess progress and identify areas requiring improvement. This approach will also promote consistency in performance reporting and strengthen coordination across departments.
Following the training, the participating officers will apply the Productivity Measurement Template to measure and report on the Institute’s productivity indicators under the Performance and Productivity Contract. The template will provide a common framework for collecting and analyzing performance information, comparing actual achievements against set targets and identifying opportunities to improve efficiency and effectiveness.
Beyond fulfilling performance contracting requirements, the initiative reflects KEWI’s broader commitment to strengthening institutional systems and promoting a culture of continuous improvement. Effective productivity measurement enables public institutions to assess how well they utilize available resources, identify operational gaps and make informed decisions that support better service delivery.
As KEWI continues to strengthen its performance management practices, productivity mainstreaming will provide an important framework for translating institutional priorities into measurable achievements. By embedding accountability, evidence-based planning and continuous performance evaluation into its operations, the Institute is working towards more efficient resource utilization and improved delivery of its services to the water sector.
At KEWI, strengthening productivity means ensuring that plans translate into results, resources deliver value and institutional performance contributes meaningfully to the Institute’s mandate.
